
This is the letter from the Governor of Guam, Juan Marina Vega, to the Captain of the USS Charleston declining the captains wishes for surrender. Before this letter the US ships appeared off the coast of Guam and Captain Glass, via courier, ordered the governor to come aboard the ship and surrender.
This source is important because it shows the immediate reaction of the governor upon hearing the orders from the Americans. The governor had just learned that the Spanish and the Americans were at war in the first place. I picked this letter because it shows the reaction and response from the Spanish upon learning about the war.
